You can click on the submit content link, which is on the top right side of each page:

It'll give you the links to submit items to each Portal as so long as it's your own creation. In order for art to appear in the Art Portal, you have to be scouted by someone who is already in the Art Portal. You need to have four works minimum uploaded before you can be scouted.
